For more than 20 years, Cory has served at the center of U.S. national security issues impacting the United States government and global competitiveness. He is among the nation’s leading experts on cybersecurity, public policy, and emerging technologies – and the pressing need to align economic security with national security.  He was recently recruited to serve as a Senior Advisor to the Cyberspace Solarium Commission – CSC 2.0 Project, a 501(c) 3 organization that continues the legacy of the U.S. Cyberspace Solarium Commission. And, he was recently appointed as an Adjunct Senior Fellow with the Technology and National Security Program at the Center for a New American Security, a Washington, D.C. based think tank that specializes in U.S. National Security issues.

With years of overseas service working in more than 70 countries, Cory is known around the globe and across communities for his experience advising the most elite organizations in the American military, Congress, and Fortune 100 companies on cybersecurity, counterterrorism, emerging technologies and geopolitical risk.

Prior to joining Resolute, Cory was selected to serve on two of the most consequential, congressionally chartered commissions in modern times. Cory first served as the principal legal advisor for the National Commission on the Future of the Army, where he helped oversee the Commission’s staff, research, and delivery of its final report to Congress and the President.  The Commission’s report and recommendations resulted in enduring improvements to the Army’s force structure, readiness, and modernization. Cory subsequently served as a senior director for the U.S. Cyberspace Solarium Commission, where he led staff in producing a comprehensive strategy for protecting the United States from cyberattacks of significant consequence, including draft policies and legislation required to implement that strategy. He also spent years serving as a general counsel and national security law advisor for the special operations community and senior leadership of the Department of Defense.  Prior to that, Cory was a federal prosecutor and served as the senior prosecutor for the United States Army in Europe. Cory has overseen and advised on thousands of criminal and civil investigations and represented the United States in hundreds of domestic and international forums and proceedings.

His unmatched ability to empower clients with clear vision in foggy environments enables swift collective action to seize opportunities and minimize risks. Cory served 19 months in combat as an Army soldier, leader, and senior legal advisor to joint force commanders in Afghanistan, Pakistan and the Philippines. Cory also served as a general counsel in the Airborne and Special Forces communities, advising commanders in charge of 3,500 or more personnel with several hundred-million-dollar budgets. He continues to serve as a Lieutenant Colonel in the United States Army Reserve.

Cory has received numerous awards for his military service including a Bronze Star and two Defense Meritorious Service medals.  He has also been recognized by the Secretary of Defense and Congress for exceptional public service for his leadership and contributions as a DoD civilian executive service leader supporting the U.S. Cyberspace Solarium.

Cory is a sought-after speaker and lecturer on cybersecurity, national security, and technology policy.  He earned a Master of Laws, Military Law from The Judge Advocate General’s Legal Center and School; a Juris Doctorate from West Virginia University College of Law; and a BA in accounting with a minor in philosophy from Transylvania University.
